This CONURBAN AZUL Strategy identifies the common problems and mechanisms for tackling the challenges set out therein, in a coherent and lasting way over time, improving the economic, environmental and social conditions of the citizens of the functional area, especially since the functional area of the conurbation (San Bartolomé, Arrecife and Teguise) accounts for 70 per cent of the total population of the island of Lanzarote.
In the area of action there is a high rate of motorisation, a clear indicator of road congestion and the inherent social and environmental impacts. A high percentage of the population living in urban areas has their own vehicles and most of the journeys made for compulsory mobility are carried out in these vehicles. In addition, automotive fuels are comparatively low, since their price is around 27% below the national average, due to the different taxes applied in the Canary Islands. This is compounded by the shortage of pedestrian and cycling infrastructure and the lack of connection and integration of the urban waterfront with the interior of each municipality.
Given the characteristics of the island of Lanzarote, this action has been considered a priority especially for short distances, replacing the private vehicle in day-to-day mobility. For this reason, a network of basic routes has been proposed with the greatest possible comfort and security, connecting the places where potential users reside with those they want to travel to.
In particular, the aim of this action is to promote sustainable urban mobility: clean urban transport, collective transport, urban-rural connection, improvements to the road network, cyclist, pedestrian transport, electric mobility and the development of clean energy supply systems.
To this end, a new cycle and pedestrian route has been created connecting the towns of San Bartolomé, Arrecife and Costa Teguise, following the coastline, thus improving cyclist transport and the introduction of greater use of the bicycle.
