Fair Transition Fund

The Fair Transition Fund (FTJ) is a new financial instrument in the area of cohesion policy which aims to support territories facing major socio-economic challenges arising from the process of transition to climate neutrality. In order to achieve these objectives, FTJ supports investments aimed at diversification and modernisation of the local economy, as well as mitigating the negative impact of transition on employment.

The FTJ is implemented under shared management, which requires and ensures close cooperation between the European Commission and national, regional and local authorities. According to its Regulation, support from the FTJ is formed around the territorial fair transition plans prepared by the Member States, which identify the most affected territories and capture the specific areas of intervention, based on the economic and social repercussions resulting from the transition in them, and which take into account the expected job losses and the transformation of the production processes of industrial installations with the highest intensity of greenhouse gases.

The allocation of FTJ aid allocations between Member States is based on criteria based on industrial emissions with higher carbon dioxide intensity, employment in industry and coal and lignite mining, production of peat and shale, and the level of economic development.

Jus ta Transition Programme of Spain 2021-2027

According to the FTJ allocation criteria, for the period 2021-2027, Spain has received a total aid allocation of €868.7 M. This allocation has been divided between the regions concerned by applying the same criteria used by the European institutions for the allocation of funds between Member States.

The Spanish Fair Transition Programme and the accompanying Fair Transition Territorial Plan provide for the distribution of these appropriations territorially (in the form of priorities between the 8 provinces covered and the Alcudia Fair Transition Area), as well as thematically among the six types of related actions.

  1. Transformación ecológica de la industria y fomento de la movilidad sostenible, la economía circular y la eficiencia energética
  2. Impulso a la cadena de valor de las energías renovables, el autoconsumo, el almacenamiento energético y el hidrógeno renovable
  3. Impulso a PYMES y proyectos empresariales tractores para la diversificación económica de los territorios
  4. Fomento de la investigación, desarrollo e innovación (I+D+i), la integración de las TIC y la transformación digital
  5. Rehabilitación ambiental, conservación de la naturaleza, biodiversidad y ecosistemas, promoción del patrimonio histórico, cultural e industrial y fomento del turismo sostenible
  6. Impulso a infraestructuras sociales, la economía social e iniciativas de formación y cualificación
