
Internal Security Fund
The Internal Security Fund (ISF) aims to contribute to ensuring a high level of security in the Union, in particular by preventing and combating terrorism and radicalisation, serious and organised crime and cybercrime.
The ISF thus directs its financial support to measures of assistance and protection for victims of crime, as well as of preparation, protection and effective management of security incidents, risks and crises.
Objectives
For the period 2021-2027, the Community legislation sets out three specific objectives (SOs) for the ISF.
Exchange of information: facilitating and improving the exchange of information between the competent authorities and European and international bodies, within their own bodies and, where appropriate, with third countries and international organisations
Cross-border cooperation: improve and intensify cooperation and joint operations between the competent authorities, on issues related to terrorism and serious and organised crime, with a cross-border dimension.
Prevention and combating crime, terrorism and radicalisation: support for capacity-building, incident, risk and security-related crisis management, as well as increased cooperation between public authorities, relevant EU bodies and agencies, civil society and private sector partners.
The financial support provided by the ISF from the Union’s budget is managed jointly by the European Commission and the Member States through Member States’ programmes, as well as through a thematic mechanism to address priorities that have a high added value for the EU or that respond to urgent needs – the allocation of which can be managed under shared, direct or indirect management.

Period 2021-2027
In Spain, ISF support for the period 2021-2027 is articulated through a single national programme with a total EU aid allocation of 80.89 M€, which is spread over the three specific objectives defined.
