
The Brexit Adaptation Reserve was established in October 2021 with the aim of supporting the Member States, regions and sectors most affected by the withdrawal of the United Kingdom from the Union to counter the economic, social, territorial and, where appropriate, environmental consequences of the withdrawal of the United Kingdom from the Union.
Thus, in accordance with Community legislation, the Reserve focuses its financial contribution on supporting public expenditure directly linked to a number of measures contributing to the objective of the Reserve. These include actions supporting the affected economic sectors and the creation and protection of jobs in these sectors, actions aimed at the reintegration of EU nationals who have left the United Kingdom, actions to ensure the operation of border controls, customs, etc., or measures for communication, information and awareness of changes in Brexit rights and obligations.
The financial contribution from the Reserve is implemented on a shared management basis and is supported in the implementation report to be submitted by each Member State with the description and motivation of the measures taken.
In accordance with the criteria for the allocation of resources between the Member States (related to catches in the EEZ of the United Kingdom, maritime regions bordering the United Kingdom and trade with the United Kingdom), Spain has a total allocation of EUR 272,5 M from the Reserve.
Of this allocation, EUR 58 million was transferred to the Plan to end the EU's dependency on Russian fossil fuels (REPowerEU) and the remainder have been used in support of measures covered by the regulations. Among the measures supported by the Reserve are:
- Strengthening of staff in State Tax Administration Agency, Ministry of Economy and Ministry of Territorial Policy
- Investment in infrastructure adequacy and staff reinforcement in Port Authorities and AENA
- Investment in infrastructure and adaptation of human and material resources of the Civil Guard and the National Police
- Campaigns and promotional activities in favour of Spanish companies and sectors most affected by Brexit
- Construction of new tax premises in the Bay of Algeciras
