Partnership

The principle of partnership has a long tradition as the cornerstone of dialogue, participation and consultation on the cofinancing of policies and programmes with European funds. The principle is based on the multi-level approach to governance, which seeks to ensure the active participation, throughout all phases of the management of the funds, of all relevant partners, both at the administrative level (including national, regional and local authorities), as well as of civil society in the broad sense (including third sector entities), as well as economic and social partners and research entities and universities.

Partnership partners play an essential role both in the drafting phase of the strategies and programmatic instruments of the funds - through prior consultations and the public hearing procedure - and throughout the phases of the implementation of the funds and their subsequent evaluation, in which they participate through the Programme Monitoring Committees.

In addition, broad-based partnerships are essential to ensure proper coordination in the management of European funds between the various actors and instruments in order to eliminate duplication and enhance integrated approaches between funds to enhance synergies.

Thematic networks of European funds

Throughout the successive programming periods, the thematic or sectoral networks of European funds have emerged as a fundamental instrument for ensuring the coordinated implementation of European funds, ensuring the complementarity of the various funds and programmes with each other, as well as with other public policies, and whether cofinanced by the EU or supported by national resources.

In this regard, the thematic networks play an important role as a coordination mechanism to facilitate the exchange of experiences and the dissemination of good practices financed by European funds in their areas of action, as well as for the presentation and analysis of developments in Community and national policies with an impact on the management of actions financed by European funds, and the dissemination and analysis of technical problems arising from the application of Community and national legislation in actions financed by European funds, including control and audit.

R&D&I Policy Network (IDI Network)

Its main objective is to coordinate the different actors of the Spanish System of Science, Technology and Innovation in order to optimise the design and development of public support frameworks for R&D&I, thereby encouraging the mobilisation of resources and access to funding from the European cohesion policy and, in particular, the ERDF.

National Network for the Communication of European Funds

The main objective of the Network is to promote appropriate coordination between the main actors involved in the activities of transparency, communication and visibility of the actions cofinanced by European funds in Spain and their achievements.

Urbas Initiative Network (RIU)

Its objective is to be a mechanism for coordinating, encouraging and supporting the management and evaluation of actions in urban matters cofinanced by European Funds and is a necessary instrument for sharing good practices and disseminating the results of urban projects receiving European funding.

Environmental Authorities Network

Its objective is to integrate environmental and energy principles and criteria into the management of the European Funds and the actions cofinanced by them. This is why it has been natural, under the principles of effectiveness and efficiency, to incorporate into the RAA the objectives pursued by the Low Carbon Economy Thematic Network (REBECA). To this end, the RAA will serve as a technical forum bringing together experts and stakeholders in the field of the environment, energy and European Funds.

Gender Equality Policy Network in EU funds

The Network is emerging as the main forum for discussion and analysis to improve the real and effective integration of the gender perspective in the interventions co-financed by the European Structural and Investment Funds (ESF+, ERDF, ESF, FEMPA, FTJ, EAFRD, FAMI, FSI and IGFV).

Spanish e-Cohesion Network (REdeCo)

Its main objective is to coordinate the different national participants in order to meet the requirements of the applicable law on electronic relations between the different participants and authorities in order to optimise the design, implementation and normal functioning of the different IT systems, thereby promoting a more streamlined, transparent and effective functioning for the full effectiveness of the cohesion policy.
