
European Regional Development Fund
The European Regional Development Fund (ERDF) is intended to help redress regional imbalances between the various regions of the Union, in order to strengthen the Union’s economic, social and territorial cohesion. The ERDF is thus directing its investments towards promoting the development of the most disadvantaged regions and the conversion of declining industrial regions.
The ERDF acts by cofinancing investment programmes agreed between the European Commission and the national and regional authorities of the Member States. The various ERDF programmes are the subject of shared management, with responsibility for the management of these programmes falling both to the European Commission and to the Member States.
Objectives
For the period 2021-2027, the Community legislation establishes five policy objectives (POs) for investment in cohesion policy, which are subsequently developed by the ERDF Regulation under a series of specific objectives (SOs).
A more competitive and intelligent EU, through innovation and support for small and medium-sized enterprises, as well as digitalisation and digital connectivity
A greener, low-carbon and resilient EU that is more green
A more connected EU through improved mobility
A more social EU, supporting employment, education, skills, social inclusion and equal access to health care, as well as strengthening the role of culture and sustainable tourism
A more citizen-close EU, supporting local development and sustainable urban development across the EU
The ERDF develops these policy objectives on the basis of two main objectives:
- Investment in growth and employment aimed at strengthening the labour market and regional economies.
- European territorial cooperation (Interreg) aimed at strengthening cross-border, transnational and interregional cooperation within the Union.
ERDF programmes
Under the objective of investment in growth and employment, in the period 2021-2027 Spain has a total allocation of ERDF aid of 23,397 M€. Given the strong territorial dimension of cohesion policy funds, a large proportion of ERDF assistance is concentrated in the less developed regions (52%) and to a lesser extent in the regions in transition (36%) and more developed (12%). In order to promote the efficient use of financial resources from a territorial perspective, the funds have been regionalised and allocated for their management in each Community and Autonomous City, either directly by the territories through the 19 regional programmes or by the General Administration of the State through Spain ' s multiregional programme, which is itself territorialised.

The ERDF territorial cooperation objective is achieved through
Interreg: an EU instrument that supports cooperation between regions and countries, and provides funding for projects in the Member States, their
outermost regions, the acceding countries and neighbouring countries.
In accordance with
Community legislation, European territorial cooperation (Interreg) is structured around a number of cooperation axes, which are then implemented through Interreg programmes.

POCTEP: Promotes the development of cross-border projects between regions of Spain and Portugal. The regions of Andalusia, Castilla y León, Extremadura and Galicia are involved in Spain. The programme covers the following policy priorities for the period 2021-2027: Intelligent, Green, Social, Citizenship and Governance.

Interreg
POCTEFA:Promotes the sustainable development of the border area between Spain, France and Andorra. In Spain it consists of the following regions: Basque Country, Autonomous Community of Navarre, Rioja, Aragon and Catalonia. POCTEFA funds cross-border cooperation projects to preserve the territory’s smart, sustainable and inclusive development. The programme covers the following policy priorities for the period 2021-2027: Intelligent, Green, Social, Citizenship and Governance.

SUDOE: Supports the development of regional transnational projects in south-west Europe (Spain, France and Portugal) through the ERDF. Interreg
Atlantic Area : Promotes transnational cooperation between Atlantic regions of four European countries (France, Ireland, Portugal and Spain). The following regions participate in Spain: Andalusia, Principality of Asturias, Canary Islands, Cantabria, Autonomous Community of Navarre, Galicia, Basque Country and La Rioja. The programme co-finances cooperation projects in various fields such as innovation and competitiveness, resource efficiency, territorial risk management, biodiversity and natural and cultural property. The programme covers four political priorities for the period 2021-2027: Intelligent, Green, Social and Governance.

Interreg Euro-MED: It promotes sustainable growth in the Mediterranean area by promoting innovative concepts and practices and the sensible use of resources, while supporting social integration through an integrated and territorial cooperation approach. The programme involves different regions of Spain, Croatia, Cyprus, France, Greece, Italy, Malta, Portugal, Slovenia and Bulgaria. Spanish participating regions would be: Andalusia, Aragon, Castilla-La Mancha, Catalonia, Community of Madrid, Valencian Community, Extremadura, Balearic Islands, Region of Murcia, Autonomous City of Ceuta and Autonomous City of Melilla. The programme covers three political priorities for the period 2021-2027: Smart, Green and Governance.

Interreg Europe: It supports regional and local governments in developing and improving their policies. In general, it aims to improve cohesion policy through the exchange of experience, the transfer of good practice and joint initiatives to achieve an integrated and sustainable impact.
The programme covers all political priorities for the period 2021-2027, including the specific programme associated with Governance, to support Interregional Cooperation Projects. In addition, it has the Policy Learning Platform.

MAC:The Cooperation Programme between Madeira, the Azores and the Canaries is the main instrument used by the outermost regions of Spain and Portugal to achieve common objectives in terms of innovation and competitiveness, ecological transition, the fight against climate change, mobility and governance.

Interreg NEXT MED: The Interreg NEXT transnational cooperation programme ‘Mediterranean Sea Basin’ (NEXT MED) is the third generation of one of the largest cooperation initiatives implemented by the European Union across borders in the Mediterranean area. The programme covers four political priorities for the period 2021-2027: Intelligent, Green, Social and Governance. The area of cooperation covers 15 countries: Cyprus, Egypt, France, Greece, Israel, Italy, Lebanon, Jordan, Malta, Palestine, Portugal, Spain and Tunisia - and two new members, Algeria and Turkey.
