European Agricultural Guarantee Fund

The European Agricultural Guarantee Fund (EAGF) is the financing instrument mainly targeted at income support for farmers and market measures.

Within the framework of the CAP's strategic plans, the EAGF supports farmers through different types of interventions in the form of decoupled and production-related direct payments. Decoupled payments cover basic income support for sustainability, additional redistributive income support for sustainability, additional income support for young farmers and climate, environment and animal welfare schemes. The associated payments cover the associated income support and the specific payment for cotton cultivation.

On the other hand, the EAGF also finances interventions in certain sectors within the strategic plans of the CAP. These interventions are aimed at the fruit and vegetables, apiculture and wine sectors, following what is laid down in Community legislation.

In addition, outside the scope of the CAP's strategic plans, the EAGF may also finance measures aimed at the regulation or support of agricultural markets and measures for the information and promotion of agricultural products on the Union's internal market and in third countries.

Strategic Plan of the CAP of Spain (PEPAC)

The total public expenditure foreseen under the Strategic Plan of the CAP of Spain (PEPAC) for interventions in the form of direct aid from the EAGF budget for the period 2021-2027 is EUR 24,177 million.

As regards sectoral interventions, the expenditure previously seen in sectoral interventions over the period amounts to EUR 2,910 million, divided between the fruit and vegetable sector (EUR 1,804 million), the wine sector (EUR 1,010 million) and the beekeeping sector (EUR 95 million).
